$2.1B in Weekly Contracts: Microsoft, Salesforce and SAP Lead a Cloud-Heavy Fortnight for Government

$2.1B across 1,686 contracts
By TenderTracker Research, Procurement Data Analysts|

The week of 12–19 October 2026 closed out with 1,686 government contracts published across federal and state agencies, totalling $2.1 billion. The headline story is the sheer concentration of technology and managed-services spending at the top end — six of the ten largest contracts by value sit squarely in enterprise software, IT security, or outsourced service delivery. If there was any remaining doubt about where Australian government procurement spend is flowing in FY27, this week settled it.

The Week's Biggest Deal: Services Australia Goes Large on Outsourced Delivery

The single largest contract published this week is CN3985137, a $168.3 million outsourced service delivery arrangement between Services Australia and Telco Services Australia Pty Ltd. Services Australia administers some of the most high-volume citizen-facing payment and welfare programmes in the country, so the scale of this contract is not surprising — but it is a reminder of how much operational infrastructure sits behind government service counters, much of it contracted out to specialist providers.

This one contract alone accounts for roughly 8% of the entire week's published spend. Keep an eye on any follow-on activity from Services Australia in the months ahead; outsourced delivery arrangements of this size typically generate downstream contracts for integration, assurance, and transition services.

Microsoft's Footprint Keeps Expanding

Two separate Microsoft-related contracts appeared in the top ten this week, together worth more than $178 million. The NSW Department of Communities and Justice published a $121.9M contract for goods and services with Microsoft Pty Ltd — a broadly described arrangement that almost certainly encompasses cloud platform licensing, Microsoft 365, and related managed services at scale for one of NSW's largest human services agencies.

Meanwhile, the Department of Parliamentary Services awarded CN4267047 worth $56.5 million to Data #3 Limited for Microsoft VSA6 licensing. Data#3 Limited is proving to be one of the more active Microsoft resellers in the federal government channel this week — across four contracts, the Queensland-headquartered technology distributor accumulated $67.7 million in total awarded value, placing it sixth on the week's contract count leaderboard.

The VSA6 (Volume Sourcing Agreement 6) licensing vehicle has become the preferred mechanism for federal agencies procuring Microsoft products at scale, and seeing it appear in a Parliamentary Services contract underscores how deeply embedded Microsoft's stack now is across even the smallest and most specialised corners of the Commonwealth.

Salesforce Locks In $73.8M for Health Provider Management

The Department of Health, Disability and Ageing awarded CN3949615 to SFDC Australia Pty Limited — Salesforce's Australian entity — for $73.8 million covering Government Provider Management System licences. This contract reflects the ongoing build-out of digital infrastructure to support Australia's aged care and disability provider ecosystem, a policy priority that has attracted sustained funding since the post-Royal Commission reform agenda accelerated.

Across two contracts this week, SFDC Australia Pty Ltd recorded $73.9 million in total awarded value, placing it fourth on the week's winner board by total value.

Home Affairs Spends Big on Security and Disposal

The Department of Home Affairs featured twice in the top ten, with notably different contract types. CN2960312 awarded to Vision Box Australia Pty Ltd covers $71.9 million in IT security and access services — consistent with the department's ongoing investment in border technology and identity verification infrastructure.

The second Home Affairs contract, CN4282948, is more unusual: $59.0 million to Sell & Parker Pty Ltd for nationally managed destruction and disposal services. Secure destruction of government materials — documents, IT hardware, and sensitive physical assets — is a compliance-driven market that rarely attracts public attention, but this contract size signals a substantial, nationally coordinated programme.

SAP Moves Government Finance to Sovereign Cloud

Rounding out the top ten, the Department of Finance awarded CN4282790 to SAP Australia Pty Ltd for $31.8 million in CBMS SAP Sovereign Cloud Services. The Commonwealth Budget Management System (CBMS) underpins financial reporting and budget management across the federal government, and this contract signals the migration of that critical infrastructure to a sovereign cloud environment — a direction consistent with the Australian Government's Hosting Certification Framework requirements for sensitive workloads.

A Few Other Contracts Worth Noting

Do Not Call Register — $39.0M: The Australian Communications and Media Authority renewed its Do Not Call Register contract (CN3668479) with IVE Group Australia Pty Ltd for $39.0 million. The Do Not Call Register is a statutory consumer protection function, and the contract size reflects the technical and operational complexity of maintaining a national opt-out database at scale.

School Infrastructure Construction — $76.7M: ADCO Constructions Pty Ltd picked up a $76.7 million construction contract with School Infrastructure (NSW). While the description is broadly worded, the value and counterparty point to a significant capital works programme — likely a new school build or major campus redevelopment as NSW continues to address population-driven demand for school places in growth corridors.

Diesel Fuel — $37.3M: Viva Energy Australia Pty Ltd's diesel fuel contract (CN3576399) with the Department of Infrastructure is a reminder that not everything in government procurement is digital transformation. Fleet and logistics operations across infrastructure and transport agencies require long-term fuel supply arrangements, and this one sits at $37.3 million.

The Broader Pattern

Looking across all 1,686 contracts published this week, a few structural patterns stand out:

  • Enterprise software consolidation continues at pace, with Microsoft, Salesforce, and SAP each appearing in the top ten — collectively accounting for more than $280 million in announced value.
  • Managed services and outsourced delivery remain a dominant procurement model, particularly at agencies with high transaction volumes like Services Australia.
  • Security and compliance-driven spend is growing, with both IT security (Home Affairs/Vision Box) and physical secure disposal (Home Affairs/Sell & Parker) featuring prominently.
  • Indigenous supplier participation is visible at the tail of the winner table: Kamberra Indigenous Cleaning Pty Limited recorded two contracts totalling $38.2 million — a meaningful result that reflects Commonwealth procurement policies designed to drive Indigenous business engagement.

What to Watch in the Weeks Ahead

With H1 FY27 now well underway, agencies that have not yet executed their major annual contracts will be feeling the pressure of financial year timelines. Expect the volume and average value of contracts to remain elevated through November as panels are refreshed, standing offer notices are activated, and departments finalise spending approvals before the mid-year budget review cycle begins. Suppliers active in cloud services, managed operations, and professional services should be monitoring the pipeline closely — the data suggests the pace of contracting is not slowing down.
