·         Phase 1: Lead development of draft strategy for consultation, including the clarification and refinement of parameters of strategy, review and synthesis the relevant secondary material and development of Consultation Draft Strategy materials, including refinement of Draft Conceptual Framework of the Draft Strategy following engagement/ workshop with Expert Reference Group and Joint Project Team. ·         Phase 2:  Contribute to the preparation, presentation, refinement and finalisation of the draft consultation plan.   ·         Phase 3: Contribution in the consultation meetings, analysis of consultation findings, preparation of Draft Report, refinement of Final Report and development, refinement and finalizing of the recommended Strategy document.
