The objective is to engage an Advisor to: 1. Test whether there is demonstrated and credible industry demand for a Construction Hub intervention (including demand from housing delivery, infrastructure and the HSR program). 2. Assess whether MMC Taskforce‑identified barriers represent market failures or coordination failures warranting government involvement. 3. Define feasible scope, scale and staging parameters. 4. Assess high‑level alignment, interfaces and dependencies with AMRF and other relevant MMC initiatives. 5. Identify and assess a limited number of credible intervention options; and Provide a clear feasibility‑stage Go / No‑Go recommendation on progression beyond feasibility Refer BDA001351 Part B - Statement of Requirements document.
