Project scope

The delivery partner will provide end‑to‑end program delivery services to support the Aboriginal Employment Program. This includes undertaking respectful engagement with Local Aboriginal Land Councils (LALCs) to understand local priorities, strengths, employment aspirations and capacity needs. The partner will assess community capability to identify opportunities, barriers and tailored support requirements The provider will co‑design culturally grounded employment pathways with each participating LALC, ensuring alignment with community context, cultural authority and local decision‑making. They will work alongside NSWALC, LLS and LALCs to support recruitment, onboarding, mentoring, governance strengthening, and training linked to land management, cultural practice and caring for Country The scope also includes supporting program implementation through a partnership model, coordinating delivery activities, facilitating cultural and community engagement, and documenting progress, learnings and shared reflections to enable continuous improvement. The provider must ensure cultural integrity, safety and respect throughout delivery, and maintain flexible, community‑led methods that adapt to emerging needs.
