The Department of Communities (the Department) has a requirement for the Contractor to support the recommissioning of the State Disability Advocacy Program (SDAP), focusing on targeted statewide stakeholder engagement to inform program design, commissioning and procurement approaches. This work builds on prior SDAP review activity, including earlier consultations, inter-jurisdictional analysis and market research, and will contribute to the development of an evidence-based, fit-for-purpose program model for Western Australia (WA). The Contractor will work with the Department to: support the development, testing and refinement of emerging program model and commissioning options through structured engagement with the disability advocacy sector; provide robust, evidence-based insights into sector capability, capacity and readiness to deliver future SDAP program across WA, and identify key implementation considerations associated with the recommissioned program, including the implications of proposed changes to program model, funding settings and delivery arrangements. The services must reflect the diversity and complexity of the WA disability advocacy sector, including NGOs, advocacy providers, Aboriginal Community Controlled Organisations (ACCOs), Aboriginal advocacy bodies, people with lived experience of disability, and government stakeholders.
